General FAQ

  1. What types of building records are available under the HeBROS system?
  2. The building records available at HeBROS mainly include the following types of records of completed buildings in Housing Authority owned and divested properties.

    Applicable to plans approved by the Independent Checking Unit (ICU) which was established in November 2000.

  4. How can I identify and confirm the locations of structural walls from the building records?
  5. Please be clarified that HeBROS provides an online service for public to view and/or order copies of the building records. However, professional advice on how to extract or interpret the technical information from the building records cannot be provided through HeBROS. It is suggested that you may seek opinions from relevant building professionals who would be able to offer you advice with reference to the drawings at HeBROS, in case you have uncertainties over the interpretation of technical information from the building records.
  6. Where can I view the electronic form of building records?
  7. You may access the HeBROS system via the Internet (https://eservices.housingauthority.gov.hk/hebros/) for viewing the building records and place order for copy any time. Alternatively, you may also call (telephone number: 3162 0621) for reserving specified time to view the building records and place order for copy during opening hours (09:00-12:30 and 13:30-17:00 from Monday to Friday except public holidays), and visit our service counter (Address: 8/F, Lung Cheung Office Block, 138 Lung Cheung Road, Wong Tai Sin, Kowloon) according to the reserved time.
  8. How can I become a registered user?
    1. Applicable to Registration as Individual User and Company Users
      You have to register as a User before you can inspect plans or documents on this system or place orders for hardcopies of the selected plans and documents. You can apply for registration as a User by online user registration. After gaining access to the HeBROS system (https://eservices.housingauthority.gov.hk/hebros/), please select "Free Registration", complete the e-application form, attach proof of Hong Kong address (such as electric bill, water bill, etc) (for individual user registration) or a copy of valid business / branch registration certificate and a copy of staff ID card (for company user registration) and submit the completed e-application form via the Internet. Upon checking the e-application form is completed and the required documents are being attached, the activation email will be sent to your registered email address. Once you have activated your account and set up your password, you can then login to the HeBROS system.
    1. Applicable to Registration as Individual User
      By online registration via "iAM Smart". After gaining access to the HeBROS system (https://eservices.housingauthority.gov.hk/hebros/), please select "User Login" then "Continue with iAM Smart", follow the instruction as shown on your devices for accessing HeBROS with "iAM Smart" mobile application installed and HeBROS will direct you to a new page stating that "You are the first time to login HeBROS via iAM Smart". If you choose to link up with an existing HeBROS account, please enter the User ID and password. If you do not have an existing HeBROS account, please follow the instruction to complete and submit the e-application form via the Internet. As your verified personal information stored in "iAM Smart" has been retrieved for registration of HeBROS account, no further submission of address proof documents will be required.
  9. What is the password requirement?
  10. The password must be at least 8-mixed-case alphanumeric characters and special characters in length and it should contain:
    • A minimum of 1 upper case letter (Abc1234*);
    • A minimum of 1 lower case letter (Abc1234*);
    • A minimum of 1 numeric character (Abc1234*); and
    • A minimum of 1 special character (Abc1234*).
    • The new password must not be identical to the previous 8 passwords.
    • The new password cannot contain User ID.

  11. If I am a holder of "iAM Smart" account, do I still have to register as a HeBROS user for gaining access to the HeBROS system?
  12. In order to log into the HeBROS system with "iAM Smart" account, for security reason, user must link up the "iAM Smart" account with a registered HeBROS account first. If the HeBROS account is not available yet, you need to register a new HeBROS account during the first time login with "iAM Smart" account.
  13. What can I do if I want to change my personal particulars?
  14. You can change the personal particulars such as Email address, telephone no. and fax no. in HeBROS on your own. Go to "My Profile" of the navigation toolbar as shown in HeBROS main page, click "Submit" button after filling the updated personal information to confirm the change.
  15. What should I fill-in in the "Declaration" page?
  16. In the Declaration, you should declare the purpose of inspecting records and ordering copies. All information obtained from the system shall not be used for any purpose other than the purpose as specified.
  17. What should I do if I cannot find the building(s) in the HeBROS system?
  18. Please try all the searching parameters in the HeBROS system. If the building still cannot be found, you may wish to check whether the building in question is a building issued with Occupation Permit by the Independent Checking Unit (ICU). Please note not all types of building records are available at HeBROS. You can contact Tel: 3162 0621 or email: hebros_cs@housingauthority.gov.hk.
  19. Do I have to pay for the services provided by the HeBROS system?
  20. Yes. In order to recover the cost of services, separate fees will be charged for both viewing and/or printing of building records. [Please click "Price List" for the schedule of fee payments.]
  21. How often will the records be updated?
  22. We strive to include all the newly completed building projects as soon as possible.
  23. What can I do if I have lost my login name / password?
  24. Please contact HeBROS helpdesk at tel. 3162 0621 or email to hebros_cs@housingauthority.gov.hk. However, if your HeBROS account has been linked up with "iAM Smart", you can log in instantly to HeBROS through "iAM Smart".
  25. Are there any delivery services available for issue of hardcopies of documents available in HeBROS system?
  26. Yes. However, the delivery service is only available to orders with the total weight not more than 2 kg (for reference, 2kg will have approx 20 nos. of A0 plans or 360 nos. of A4 documents). After placing order for copying, you can select "By courier service" among the methods of collection as provided in the "HeBROS" system. HD will arrange the delivery of the ordered copies to the local address in Hong Kong provided by you except for GPO box, Closed Area, Lantau Island (except Tung Chung) and Outlying Islands.
  27. Why is there no Chinese version for the building plans and documents?
  28. The electronic records of the building plans and documents in this web site were scanned from the original hardcopy submitted by the Authorized Person / Registered Structural Engineer / Registered Geotechnical Engineer / Prescribed Registered Contractor for the purpose of the Buildings Ordinance. They are provided AS IS.
  29. How do I pay?
    1. You can pay on Internet by using PPS service. You must open an Internet PPS Account beforehand at any nearby PPS Registration Terminal (PPS Registration Terminals can be found at http://www.ppshk.com/hkt/prt/Web/en/) and obtain an 8-digit Internet PPS Account Number and password for making PPS payment on-line. (Please click here for details of system requirements for PPS)
    2. You can also pay by credit card online (VISA/Master Card/JCB/UnionPay).
    3. You can also pay by Faster Payment System (FPS) online.
    4. You can also pay by Mainland China's Licensed Digital Wallets (WeChat Pay/Alipay/UnionPay Wallet) online.
    Besides, you can also visit our service counter (Address: 8/F, Lung Cheung Office Block, 138 Lung Cheung Road, Wong Tai Sin, Kowloon) to pay by cheque, payable to 「香港房屋委員會」或 Hong Kong Housing Authority.
  30. Is there any time limit for the inspection of records or purchase copies of these records on HeBROS?
  31. Upon payment of the prescribed fee, you will be permitted to inspect the selected file(s) for each and every application within a 72-hours of the allotted time a lot and you may also place order for copies of records during such time slot.

Technical FAQ

  1. What are the system requirements for using HeBROS?
  2. The HTML 5 standard has been applied to the webpages on HeBROS Homepage, and users can access them with any browser that complies with the standard. But exactly how a webpage is displayed differs between browsers, computers and operating systems.
  3. The requirements for a computer to access HeBROS through internet:

    The HeBROS is best viewed at 1920 x 1080. Other resolutions are also supported.

  9. Can the system function properly when a new operating system or browser is released?
  10. When a new operating system or browser is released to the public, the Government needs to conduct compatibility tests to ensure proper function of the online services on the new operating system or browser. When compatibility issues arise, we may need to modify the online services. The whole process of modification and testing may take a few months to complete.
  11. Other settings required?
  12. Firewall Settings
    Since all SSL applications must be running via port "443" at firewall level, you have to ensure your installed firewall does not restrict the use of port "443". If you are trying to access this service at your office network, you may have to consult your technical department.
  13. Pop-Up Blocker
    Since this service is running on pop-up window, you must ensure your browser does not suppress pop-up windows.
  14. Why do I sometimes get a blank page of a "Error 500" message?
  15. This might happen occasionally when the Internet traffic is too busy. Please try again. If this happens frequently, please consider waiting for an hour to two before retrying.
  16. I always receive the pop-up screens warning me about security. How should I get rid of it?
  17. HeBROS online services make use of certificates issued by the Hongkong Post. You should configure your browser to recognize certificates issued by the Hongkong Post. Please visit the following page to download and install the Hongkong Post Root CA Certificates as illustrated below.
