Counterparty Questions

Except under special circumstances, we usually invite tenders for PST Contracts from companies registered in our approved lists.

In order to qualify for tendering for PST contracts, interested parties should register to the Hong Kong Housing Authority (HKHA) List of Property Services Companies (PSC) for PST Contracts. Information on the admission criteria and application procedures are stated in the "Rules / Notes for Administration of the Lists" under the "Guidelines" menu of this website.

However, inclusion on the List does not automatically give the right to tender for any such contracts. The number of PSC invited to submit tenders is at the HKHA's sole discretion.

Data Update Questions

Choose "Listing/Updating" and then "Modify Company Profile". Then select the type of information you want to modify.

Choose "Listing/Updating" and then "Modify Company Profile" . Then select "Part A - Corporate Particulars" to modify the liaison officer information. For list contact officer, select "Part D - Contact Information" to modify the contact person(s) for individual list type.

Choose the submission method "By Post" in COMIS for any file with size greater than 2000KB. Then save the file to floppy disk / CDROM and send it by post to the Hong Kong Housing Authority.

Yes, messages and attachments in COMIS can contain Chinese characters.

Login Questions

COMIS will prompt you to change your initial password when you first log into the system.

Passwords are only valid for 90 calender days. Afterwards, COMIS will prompt the user to change the password automatically.

The system will prompt you to change password if it has expired. If you have forgotten your user ID or password, please send an email to the COMIS system administrator (comis.sysadmin@housingauthority.gov.hk) or call our enquiry Hotline at 2129 3399.

Security Questions

Your company information is protected by your unique user name and password which are used to identify your company each time you log in to COMIS. During and after your login, all data send to/from COMIS are encrypted with 256-bit encryption; and the system is protected by firewalls.

An automatic 'time-out' feature is activated after login. If there is no activity after a predefined period of time, the session will be automatically terminated to prevent unauthorised access.

Security is a joint effort. You should note the following at all times to help ensure security is not compromised:

  • Do not disclose your password
  • Do not share your user name and password with others
  • Avoid using the same user name and password to access other Internet services
  • Select a password that cannot be easily guessed
  • The password should follow the password policy:
    • Minimum 10 characters
    • Combination of alphabets (Including upper and lower cases), numbers and special characters
    • Case sensitive
    • Space not allowed
    • Cannot be the same as User Name.
  • Change your password regularly

Once a user name has been assigned to you, it cannot be changed. You can alter your password online at any time.

Upon an application has been registered successfully on Internet, an acknowledgement mail will be sent to the liaison officer's mail tray in COMIS. The message will look like "Acknowledgement for new {Application Type} application {Application No.}". Change of company information will also be submitted as an application and hence the same acknowledgement mail will be sent to the liaison officer's mail tray in COMIS.

User Account Questions

Simply visit the COMIS website and click "New User Registration". COMIS will bring you to the "Account Application" screen. Submit the completed on-line account application form together with a copy of your Business Registration Certificate and Authorization Letter for the Corporate Liaison Officer through COMIS. The COMIS system administrator will send the assigned user ID(s) and password(s) to the Corporate Liaison Officer of your company by post.

After receiving the user ID and password, visit the COMIS website and enter your user ID and password into the "User Name" and "Password" fields to log in the system. Remember to change your initial password upon your first login to COMIS for the sake of confidentiality.

A minimum of 3 user IDs, each with different function rights, will be assigned to a company. The Liaison Officer of a company will obtain a full function account to view, modify and submit information in COMIS. The Data Entry Officer will obtain an account with information modification function only. The List Contact Person will obtain a read-only account. When a company is listed in more than one list, it will obtain one more List Contact Person account for each additional list.

User IDs are assigned on a company basis due to reasons like security, administration and information system requirements.
